Balance of terror and totems

If I use the new Balance of Terror unique jewel and specifically the despair "Inflict Withered for 2 seconds on hit if you've cast despair in the past 10 seconds". Will totems now wither on hit after I have cast despair?

Yes, after you cast despair yourself, your totems will wither on hit.
