Hungry Loop Doom Blast does not trigger

As disclaimer, the following screenshot has Ice Bite / Hypothermia in the Loop, which I am aware do not apply to the Impending Doom support here, as ID is not socketed. However while ID and Hex Bloom are listed in the tooltip, Doom Blast never triggers; I ran an entire map, and the charge counter never decreased from 3, as seen in the screenshot.

Bumping this.
Paak recently tried something similar on stream using ignite proliferation and doom in the hungry loop. it appears that the other supports do not interact with doom blast in the hungry loop.
