Scourge Hideout Decoration Bug or Intended Behavior?

For the scourge hideout decoration, the apparent intended behavior for most decorations is to be able to instantly switch between two sets of decorations in a hideout.

Some utility decorations just stay in place no matter which version is enabled. While I do not know the technical reasons for that, stash boxes and map devices have always worked differently. Slightly annoying, but I can accept this.

However, it is not possible to have utility masters, i.e. Lilly Roth, Kirac, Einhar, Sister Cassia, et al., in BOTH versions. Switching hideout versions neither keeps the utility masters in place like happens with other utility decorations, nor does it change the decoration type and location based on version.

Since it works differently than both other types, I think it's a bug.
You're questioning me? The great sea-mistress Lilly Roth, about how she so happened to find you, failing at drowning, on some godforsaken fleshy piece of land?

There is also the issue with importing hideouts. If I import a hideout with scourge plane in it, it will import all decorations in one dimension. I basically can't change my hideout now unless I'm ready to destroy my scourge dimension completely.
