Bug of Disfavour not affecting Cyclone OR Spectral Throw

Since Atziri's Disfavour got reworked I noticed the following:

I did some testing via Self Poison Golden Rule Tech to see how often Spectral Throw can hit a singular target if you increase its' projectile size via Weapon Range. I tried out alot of different positions and all I ended up on was 4 poison stacks from a singular Spectral Throw, same without Disfavour.
So I thought that the Explicit mod of the Unique actually doesnt affect the Weapon Range and Spectral Throw actually takes the "BASE" Weapon Range which is just the usual 13 Weapon Range instead of 23.

Then did some further testing with Cyclone. On the wiki (which I know is not always right) it states on the Cyclone Skill Gem Site that "The base radius of Cyclone is 11 (not dependent on base weapon range)" and also "Local modifiers to weapon range, such as the one found on Atziri's Disfavour, will also increase Cyclone's area of effect in the same manner.". So i tried that out and noticed no Cyclone AoE change either.

What is a bit confusing to me that it doesn't work for any of those two skills.
Sure, it might not work for ST because it takes the "Base" Weapon Range excluding the explicit mod of the unique.
But I then would have expected it to work for Cyclone since according to the ST Testing the explicit Mod is not considered Base Radius and hence should increase the Cyclone AOE.

I don't know if I have the wrong thinking there or if it's actually a bug, but I thought it would be good to report. Sorry if I'm actually just misinterpreting it.

I would really like dev to clarify this about Spectral Throw's hitbox, does it take +10 range into account or is that not "base"?
And also i get a feeling that Atziri's Disfavour still has only +2 weapon range.
Difference in cyclone's size with Disfavour and other 13 range weapon is barely noticeable at level 1, which feels like +2 range instead of +10.
