Withering Step for Assassin

With the new change to withering step, not being able to cast while still having an elusive Buff, makes Chaos/Poision build on Assassin with Mistwalker really awkward.

Totems and withering touch feel bad or not usefull for most builds.

Is a change possible for withering step to apply wither without refreshing elsuive? I think that would be a fair change.
