+Damage over time multiplier for attack skills Mod question. (Quiver)

Does this mod apply to Explosive Arrow Totems? I have a quiver with it on and one similiar without the mod . When I equip this one my Ignite DPS goes WAY down .

1)For a definitive answer, use path of building
