Synthesized Quivers below i87 can't get Bow attacks fire an additional arrow anymore

I can't really prove this but based on the market and how long the league has been out I find it hard to believe that there are no synthesized quivers that aren't i87 (from divination card 3 synth mod random item) that have +1 additional arrow when it was previously a synth mod that could be on pretty low ilvl quivers.
