Expedition not appearing in the Dunes Map (with Expediton scarabs)

Seem like there's some bug where some layouts on the dunes map cannot spawn a expedition, but it consumes the expedition scarab anyway, im doing 20 runs with polished expediton scarabs, i lost 3 scarabs where the encounter didn't appear.

You probably have the atlas passive keystone "Growing Hordes" allocated. This keystone does not add to the scarab's effect, it replaces the scarab's effect.

even with no "Growing Hordes" allocated, just spent few expedition scarabs, but got only 3 of 5 expedition runs.
