Shackles of the Wretched reflected curses not receiving less effect modifiers

Steps to replicate:

- socket elemental weakness in shackles of the wretched
- curse an enemy, confirm that the curse is reflected onto you
- observe the effect on your character's resistances
- link hextouch to a skill that hits and elemental weakness
- hit an enemy with the skill, confirm that the curse is reflected onto you
- your character's resistances will be affected the same amount as before, despite the 'less effect' from hextouch
- allocate hex master and repeat the test process
- the 'less effect' from hex master will not be applied to the reflected curse either
