Overleech (Slayer or Petrified Blood) appears not to be working.

I'm not sure if I'm doing something wrong, but overleech appears not to be working at the moment. I am using both Petrified Blood and the Slayer node Brutal Fervor (from Forbidden Flesh/Flame), and neither appears to be working in terms of allowing life leech to continue when your pool is full.

I am using Bloodseeker in one hand and The Saviour in the other hand. I thought maybe there was some strange interaction going on with the instant leech from Bloodseeker breaking something. However, I have tested by removing Bloodseeker and only using Saviour. I have tested by removing the Forbidden jewels and only using Petrified Blood. I have tested by only using the Forbidden Jewels without Petrified Blood.

In all cases, my Blood Rage is degening me so I lose some life. I then hit some mobs and as expected, my life pool fills up (apparent that it is filling over time when testing without Bloodseeker), but then it starts dropping again immediately when it hits full, even though overleech from either source should be keeping it full for several seconds after it reaches full.
