I think im doin something wrong here- not getting the stats I should from an enchantment?

I recently got boots with prodigal perfection (20% increased mana, and 2% increased spell dmg per 100 max mana) and put them on. I meet the minimum requirements to use the boots (> lvl 63, over 62 dex and int) and yet I don't get the stats from prodigal perfection. my old boots, the ones replaced, the only stat relevant here is int: it gave 34 int. so, my int went down from 461 to 427. my mana went down from 1942 to 1902. my dmg with spark (per projectile?) went down from 476-9082 to 474-9043...
the question is why? with prodigal perfection my max mana should be higher than before, not lower, and my spell dmg should also be higher, yet it isnt. Any suggestions on how to make it work?
