Plume of Pursuit bugs with Blade Vortex

For reference, Plume of Pursuit says

Spell Skills always deal Critical Strikes on final Repeat
Spell Skills cannot deal Critical Strikes except on final Repeat

I tested this by using boots with "You have Tailwind if you have dealt a Critical Strike Recently" and checking for the Tailwind icon.

If using Plume of Pursuit with Blade Vortex linked to Spell Echo Support, it is generally not possible to crit.

However, there are several ways to get Plume of Pursuit to stop doing what it says it does - following any of these procedures will result in Blade Vortex being able to crit, but not always critting. You will be able to crit (but not always). Adding new stacks will persist the behavior until the buff from Blade Vortex expires.

1. Link Blade Blast to Blastchain Mines Support, and equip Detonate Mines. Throw one Blade Blast Mine on the ground. Cast Blade Vortex, detonate the mine before the second stack is applied. You should have one stack of Blade Vortex.

2. Link Blade Vortex to Spell Echo Support. Cast Blade Vortex. After the first stack is applied, but before the second stack is applied, unequip the item socketed with Blade Vortex. Quickly re-equip the item before the second cast animation is finished. You should have one stack of Blade Vortex.

3. Do the above, but using Pledge of Hands, rather than Spell Echo Support.

4. Start without Plume of Pursuit equipped. Cast Blade Vortex, with or without Spell Echo Support. Equip Plume of Pursuit.

Note that it is possible when getting into this state to unequip the spell echo gem, then continue casting Blade Vortex, which will continue to sometimes crit.

The expected behavior of would be that Blade Vortex either always crits (especially in cases where the original stack was a final repeat) or never crits (as it does with normal usage) when using Plume of Pursuit.
