I don't got Einhar due to acts it is normal in ruthless ?

Yes, he does not turn up automatically and can appear anywhere after you first meet him in the Forest Encampment. You might not actually meet him for a job until much later in the acts.
(I have a character in SSF Ruthless who is in Act 6 and still has not seen an Einhar mission). 😹😹😹😹😹

yes "later in acts" but I have finished all acts and no Einhar even in maps

He will turn up eventually. It's totally random and unlucky if you haven't seen him by the time you get to maps.
Make sure that you haven't got any nodes on your Atlas passive tree that might block him. 😹😹😹😹😹

I have found Einhar twice, I am in Act 7 currently.
Once in the Act 2 Crossroads and once in an underground area, forget which. ~ Please separate the PoE1 and PoE2 forums.
