Sanctum doesn't spawn in areas you pass..?

I have gone back to lower areas, even areas at the start of the act I'm in, and sanctums do not appear anywhere.

It is within some range of your level. Might get a few levels down by not Act 1 at level 60.

after some testing, yes, seems they only spawn within 4, possibly 5, levels of my character. so that removes the possibility of going to easier content to do the mechanic.

Curious what the minimum map tier is to spawn the mechanic at/near max level is?

If it was like incursion I think if you were above +10-11 levels over the zone it would not spawn. Can't say for sanctum. Probably alike...

Minimum area lvl to spawn league mechanic is -10 from character lvl. Area lvl where you are never considered overleveled to spawn league content is 65+.
