Soul mantle is not inflicting hexes on me, is it a bug?

I am playing a spell totem build that is supposed to deal more damage when I have hexes on me. Sould mantle is supossed to inflict a random hex on me every time a totem dies. However, I never receive these hexes when I replace my totems with other totems. Anyone has an idea why?
