Ruthless_SSF - Einhar's Hunt Mission

I have not had the opportunity to meet Einhar in any ACT 2 zone and I am now on Act 4 and he has yet to appear. I have gone back and ran thru zones in Act 2 and still he hasn't appeared. I am not sure if this is a bug in Ruthless or working as designed.
