Can ruthless characters trade with non-ruthless characters?

I'd like to know if ruthless is it's own server with it's own economy like hardcore league is a separate server from softcore. If I'm playing on a ruthless mode character, can I chat with or trade with people who are not in ruthless?

Because if you can trade with people who aren't on ruthless characters then it kind of destroys the entire point of playing with those limitations. From a competitive perspective.

You can only trade with other Ruthless players of course.
Its a seperate game mode, your questions is a bit silly,
like if you would asked if a hardcore player can trade with softcore.
