Rouge Exiles Not Spawning

So i was thinking of farming oni in this event with the mechanic making it intresting for me. How ever atm twilight strand and ik other zone due to a streamer seem to not spawn rouge exiles is this intended GGG or bug? Would be nice to know as its kind of killed by vibe.

rogue exiles have a minimum zone monster level before they can spawn
so they cant spawn in the very first couple of zones. |

Hillock is not a rogue exile
You need to not enter act 1 town once and farm twilight strand over and over and as other said, except uber Hillock is rippy in HC, there is not possible to spawn rogue exile to kill you This is the start of forum signature: I am not a GGG employee.
