What does "chance to Freeze, Shock and Ignite during Flask effect" mean?

What does "#% chance to Freeze, Shock and Ignite during Flask effect" mean exactly?

Will I be able to shock with fire damage?
Or will I be able to freeze with physical damage?
Are they additive to the chances I already have?
Will this flask have any effect in the case I deal only chaos damage?
Is any other dependence, for example I deal via attack or I deal via spell?

in order to inflict an element, you must have 2 things

the appropriate damage type (fire for ignite, cold for freeze/chill, lightning for shock) AND a chance to inflict the ailment.

JUST hitting with damage is not enough.

ele hit has a baseline 50% chance. So if you want to get the ailment with EVERY hit, you need another 50% chance to inflict ailments

there are work arounds to this, though. a critical hit will always inflict the corresponding ailment, skitterbots will apply the ailments in an aoe around them, and elementalist ascendancy has choices that make you inflict ailments even if you DONT do damage of the correct type.
