Chalice of Horrors - supports hex skills yes or no?

From the patch notes: The Chalice of Horrors Unique Shield ... Inflict Decay on Enemies you Curse with Hex or Mark Skills

Bolded above the important bit: "you curse with Hex OR MARK SKILLS"

but the in-game item only says: "Inflict decay on enemies you curse WITH HEX SKILLS".

It doesn't say "mark skills" on the in-game item.

It also doesn't seem to proc from mark skills.

So were the patchnotes a typo, or the in-game item wasn't properly updated?

Hex ONLY procs that. Marks are not hexes.

Exactly my confusion, because in the patch notes they said hex AND marks.

So I hope for some clarification from devs why they included "and marks" in the patch notes.

But I found a workaround with a linked despair in the meantime.
