Phantasmal Creeping Frost increase movement BUG

Hi there, I found that the Phantasmal Creeping Frost Gem doesn't increase player's movement at all. I tested both in hideout and maps. Please fi it. Thank you

PS: I went to Gem feedback forum, and didn't find a way to report bugs, so that I post here.
