Orb of Horizons and Harbinger's Orbs remove fractured modifiers on maps.

Using an Orb of Horizons or a Harbinger's Orb on a map with a fractured modifier will result in the removal of that modifier. As there is no indication that this should happen (as there is no wording in the item descriptions to suggest this will occur), this may be considered unintended behavior.

Why do you think that turning an item into another item will leave the mod unchanged?

As stated above, nowhere in either of the descriptions for either currency item is it clearly indicated that the item you are applying it to is destroyed and replaced. "Reforges" is used on other currency which does not destroy the item, such as fusings, so unless you want to consider the word "another" as such (which I personally would not call clear), the wording or the interaction may need to be adjusted.
