Do not seem to get frenzy charges

Probably I am just missing something, but I can not find a mistake on my side.
I am running mark on hit and "10% chance to get a frenzy charge when you hit a marked enemy" on a tornado shot char. I see the marks on the rares, but I do not see frenzys showing up. As an attack skill, tornado shot should hit or am I missing something?

both, but in different sets. swaping out mirage against added cold, does not change anything it seems. hm, I am a bit lost, since there are other chars running this combination.

If your mirage archer or totems kill monster you don't get charges.
If the monster dies to damage over time from your mirage archer or totems then you do get them

ok, thank you two. If I add 5% chance on crit on the quiver, I have frenzy charges up the whole time, also with mirage. Funny that the mastery on marks gives so little.
