When hit my health bar starts to drop.

Should the game engine be calculating fractional hit points?

Sometimes it seems like there is no decay others seem like the rate of decay is higher then 2% (or .02 hp/second).

I havnt tested it to see if it can drop the character.

Both health and Hybrid pots do not work and do not restore health. Pots/spells with consecrated ground do restore health. At some point I'll check regen but I assume that will work as well.

Yes such over time degen/regen calculates decimals. You are still on full life until you lose an integer (but this will kill you). You can counter this with life regeneration.

Try to notice when it happens. Degen should stop after 4 seconds following a hit. I don't know what can cause higher that 2% of degen here.

However, and to be clear, my primary concerns were to 1) confirm the degen and 2) post that health pots were not working because really they should.

Having since picked up: has largely obviated the issue. Clearly the chest piece is the best I have for now. Once I get her to standard, where I do most of my play, she will be upgraded a bit.
