SSL connect error while downloading

I tried several times, I even uninstall and reinstall POE several times, but same error. The only difference is that the name changes, for instance instead of Korean, it will become Chinese, Russian or Japanese.

I even erased all POE files with "wise cleaner" software. I don't know what else I can do.
