How much effect of scorch sap & brittle ?

Im using a amulet that lets you benefit from scorch, brittle and sap.
"
the PoB guide for my build is using in the (PoB)menue "Configuration > For effective DPS > effect of scorch (30), effect of brittle (6) and effect of sap (15)".

now i woud like to know how the PoB build creator came up to the numbers
30, 6 and 15.
how are these become to the ingame stats that u can see on the mini icons under the enemys healthbar?

so, how are these numbers related to each other (PoB numbers and acctual number under Monster hp bar) ?
