Counter-Thaumaturgy contracts from Whakano non-existant

I don't know if it is bad luck or what, but my main character has not seen any
Counter-Thaumaturgy contracts in 3 character levels, and my alt character has not seen any in 6 character levels (since they refresh Whakano's inventory on leveling).
And I have not got any drops from maps either.

My Niles and Nanet are stuck at mid-level 3.

Perception for me.
I think every time you run a green contract, his inventory resets.

I noticed the lack of CT contracts myself.
thought it had to do with how late I got niles
who is the first to use CT contracts. I figured the game
might not even spawn contracts in whakanos inventory
until a rogue existed that could run it.

aside from that idea where one should race to reveal
niles and gianna just in case it helps with CT contracts
before leveling up too much in a fresh league start.

because gianna is the obvious choice for CT, deception
and perception cause of the 35% cheaper reveals. I chose
to level nenet and niles on the highest level contracts
for the most xp per run (each run wastes a giana reveal so
it better pay off in xp!) and of course any lvl 67 contracts
which wont give a reveal.. but when whakano wont give em out?

also level them up during grand heists. no reveal granted might
as well use niles and nenet.

Yea, I have since leveled a few more times on both characters, and still no CT contracts on any of the refreshes... and no luck finding any in maps either.

*EDIT* No, this is not true.. just tested it on a green contract for Karst, all the contracts are the same.
