Is it still possible to get 3 overlaps with storm call and awakened spell cascade?

IIRC, you can hit 5 overlaps on Storm Call with a leveled Awakened Spell Cascade. You definitely need Concentrated Effect, but also something else. Intensify maybe? It's been a while, so I don't remember the specifics for certain.
But yes, you can definitely do what you're trying to do. I have a pretty good sense of humor. I'm not German.

Read some forum post, apparently it doesnt work that way anymore in last 2-3 versions.

I'm not aware of anything that would have broken its ability to overlap. All you needed to make it work was enough "less area effect" to bring the centers of each storm close together. If anything, that should have gotten easier to do when they gave Cascade even less AoE. It has been a couple years since I've done it though, so maybe I'm missing something. I have a pretty good sense of humor. I'm not German.
