Mechanical question regarding Spectral Helix

It is known that the width of the Spectral Throw projectile is dictated by the local weapon range based on a Mark_GGG post from 2013*.

There are many mechanics shared between Spectral Throw and Spectral Helix, so my question is this: do Spectral Helix projectiles also benefit from local weapon range in the same way?

As a follow up (assuming the Spectral Helix projectiles do work this way), does this interaction benefit from the Harvest weapon enchant "Weapon Range Per 10% Quality", as this mod appears to be local.
