Queen of the sands quest bug?

I have the Bottled Storm in my inventory, I go to the sandstorm and fight the mobs that spawn. Then nothing happens. No portal opens, the sandstorm despawns but the item is still in my inventory. I am at a loss as to how to move forward, I would very much like my skill point and to get my 4 inventory slots back.
I have completed this quest on several characters and have not had any issues. Any help would be great. I really just want my inventory back.
