Cartography Strongbox not spawning?

Sorry to necro, but will yellow maps do at least? Or do they have a reduced chance to spawn cartographer's as well? Not really looking forward to running a bunch of low tier maps...

Also, should I drop the Arcanist, Diviner and Operative nodes? Strongboxes are the first thing I got on my tree (all nodes) and I haven't come across a carto's on any (white) map. (Completed all (white) maps for atlas points.)
