Lake of Kalandra Empty

This is the second time that my Lake of Kalandra map has ben empty. The first time there were no filled tiles and when I entered there was no connecting zones. The second time there was one connecting zone. Both times I had the map completely filled.

Not sure if this is the same, but I rolled a Mirror of Kalandra with no connecting pieces to the start (by swap an empty tile function). In the mirror, it is totally blank - no tiles at all. Not sure it's truly a bug, but why is that even possible?
