Sublime vision and elemental focus gem

Does elemental focus gem cancel sap from Sublime vision? I'm using wrath aura and arc with elemental focus. Now i want to use wrath Sublime vision.
Found old forum post that stated "Cannot > Always > % chance to avoid". Does this order apply here too?
