Frost Shield Quality: Local or Global?

Frost shield quality states that

(0–20)% increased Effect of Cold Ailments

Cold ailments are Chilled, Frozen and Brittle

Normally quality stats are local with the only exception being the heralds that has global % damage. The wording of Frost Shield however says "Cold Ailments" instead of just "Chill" which you find on other gems.

Could it be possible that this would apply to other cold ailments being applied like say boots with brittle if they are within the Frost Shield radius? The only other item where I could find Effect of Cold Ailments are on Abyss Jewels and those are clearly Global in nature.
