Speed up lag

Hi,

I got Speed up lags since the beginning of the league and can't fix it myself.

What I mean exactly is: the game freezes for some time (most extrem was 20sec) and then speeds up super fast to catch up on what happened during that time.
When I press F1, the latency seems to be the issue.

It lags in about 75% of maps and also in most times in other content.

The poe background music does not freeze during this and everything else runs just fine. Pinged google for about half a day while I had lags and it every single ping was between 9 and 15ms, so my general connection is fine.

Already tried uninstalling, removing all poe folders and reinstalling, using a vpn, updating all drivers and uninstalling my latest Windows Updates. Nothing helped.
