Smoke Mine Duration?

The Smoke Mine secondary duration states 4-5 seconds in the POE Wiki, which is how I remembered it, now I'm getting 1 second duration. When did they change this? It used to be a great way to traverse around the maps, it's not now.
What other methods do you guys use for a movement speed buff other than Phase Run and a Quicksilver? They changed it in 3.15, which is also on the wiki.
