Can someone explain how does it actually work? My understanding was that since my action speed would be at least 108% at all times (like kaoms roots or the juggernaut notable) , I would be immune to any and all slows. That is NOT the case. So does it just set the default action speed to 108%, which can then be modified downwards by all and sundry?

This will make you immune to debuffs that reduce your action speed (chill, freeze, temp chains), but it does not interact with debuffs that reduce your movement speed.

and the only boots that WOULD make me immune to movement speed debuffs also make me immune to movement speed buffs. GG, GGG!
