There is a mark mastery that prevents marked enemies from regening too, which negates regenerating rares completely.

" I can only speak from my own experience, but I'm pretty sure dedicated summoners fall into this category. Desecrate doesn't have a hit factor, it simply creates desecrated ground which is a DoT. Minions also don't count as a hit unless the mod specifically mentions that they can, or you're using some convoluted workaround to make it your hit (ex. Using the gloves so minion kills counts as your own, causing enemies to explode using your explody chest). Now, to be fair and this applies to pretty much any build, your mobility skill could be used as a means of applying a hit, so long as you're not using Dash and Blink Arrow. Leap Slam, Shield Charge, Whirling Blades, Lightning Warp, Consecrated Path, and even Frost Blink all have hits. I'm not entirely sure if Flame Dash does, or if it has the same issue with Desecrate. This does mean putting yourself at risk of getting killed since you have to dive into the enemy, but the option's there and most builds tend to have one for one reason or another.
