Al Dhih, Timeworn Claw cooldown override doesn't work with urgent orders.

Equiping Al Dhih, Timeworm Claw and a warcry linked to urgent orders will result in a 6 second cooldown even though it should be 4 seconds due to Al Dhih's line "Warcry Skills' Cooldown Time is 4 seconds". This line overrides any changes to cooldown recovery rate and the final 4 second cooldown is not scaled with cooldown recovery rate so it makes sense that urgent orders doesn't modify it either.

Urgent orders don't change cooldown recovery rate, it just adds 2 seconds to supported warcries.
