Why does Tornado not work with spell echo?

I was trying to make a build with Tornado (the spell, not the bow-skill!) in a Pledge of Hands with both greater spell echo and the normal spell echo support gem.

The idea was that only the last Tornado would "linger" as you can only have 1 Tornado at a time. The first Tornados would be rapidly cancelled by the next and only the final repeat would persist.

This Tornado would be fully buffed by the increasing effects on repeats by greater spell echo (AoE and damage). The pay-off is that the first casts of Tornado before the final repeat are "wasted".

Turns out Tornado can't be supported by spell echo! Although I admit it's an odd choice with only this niche application, I also don't see why Tornado can't be supported by spell echo.

After all, it's just a spell like any other, without a cooldown, which can be cast in rapid succession if you want (even if you shouldn't).

Can anyone enlighten me why this interaction is straight out blocked?

Was looking forward to this meme build, leveled all the way to 68 for nothing now...

I can cast Tornado three times a second with faster casting support. A Tornado already existing doesn't mean you can't cast a new one.

I don't want several Tornados with spell echo, I just want to repeat the spell so I can benefit from the buffs to the last repeat.

I don't see how a maximum of 1 Tornado prevents the spell from repeating...
