The Envoy won't appear

I'm not sure if I missed the Envoy in yellow maps but he wont seem to spawn for me to unlock eater. I started killing maven before unlocking eater and exarch does anyone know how to help me?

I'm super confused why the exarch and eater circle things arent appearing on the bottom of my atlas.

Please help explain so I can progress.

I'm with the same problem, pls help

You should be able to unlock them before red maps. I got them for first time at T8 and T9 I think. At T6 you only unlock Maven.
