But it is not true, Effigy can be attacked by you and can have debuff like EE (cannot be triggered without damage):

It looks like you're targeting the Voodoo Pole which isn't the effigy, since you can only target it after the tether breaks and the effigy disappears.

So I'm pretty sure the Effigy is still on the player's team, even if the Voodoo Pole isn't.
