x to x Lightning Damage per Power Charge

I've tried to search for the answer to the following question, but haven't been able to find it.

Does the item mod "x to x Lightning Damage per Power Charge" add the indicated lightning damage to spells, or just to attacks? In general, does it have to specifically refer to spells to apply to spells or does it apply to both attacks and spells if it does not specify either "attacks" or "spells"?

if the mod is on a weapon, it only applies to attacks with that weapon.

for a mod on a weapon to apply to spells, it will always say either 'does X to spells' or 'Global X'

It applies to all hits: from attack, spell, and secondary damage.

The same worded "Adds 10 to 20 Fire Damage" on a weapon would mean local mod that affect only hits dealt by this weapon (as Thror2k5 said), but on a non-weapon would mean global mod that applies to all hits since it doesn't specify to what it adds damage (to everything).

As for "x to x Lightning Damage per Power Charge", it can't be local ("per Power Charge" part implies this is a global mod) and even being on a weapon it would function like on a non-weapon.
