Electric guys question

So I am wondering what the electric guys/monsters are that you don't see until your health starts dropping and then you move and they follow you slowly. Is this damaging me with shock or lightning?

Lightning Mirages is the name of the electric guys. They are spawned by an Archnemesis modifier: https://www.poewiki.net/wiki/Nemesis_modifier (search for Lightning Mirage).
Shock is an ailment and does not deal damage by itself. It does increase the damage that you take though. When they detonate, they deal lightning damage. I would assume that this is a spell, but I don't know for sure. I found one insubstantiated claim that spell block works against it, meaning that spell suppression would too.
