question about tespest shield

i run into this shield and the double damage on trigers catch my attention

Tempest Shield is not triggering technically so no.

Tempest Shield does not trigger anything. This can easily be verified as the gem does not have the Trigger tag.

That mod is probably best for something like Cast when Damage Taken or Spellslinger. 3 sockets usually isn't enough for a good triggered damage skill but guaranteed double damage is worth ~3 supports itself.
