No Cooldown on travel skills (flame dash stays at 0)

The cooldown of my flame dash stays at 0.
I'm doing a legion strat and I'm using a winter orb power charge build with HH.
Had this happen to me several times allready.
People in the guild mentioned to me that there are altar mods which reduce CDR with power and/or endurance charges but even when I only have 1PC and 1Frenzy (from minimum charges) it stays at 0.

I first had flame dash socketed together with my CODT and increased duration and when I took out the increased duration for a second my cooldown started working again. Thinking it had to do something with inc duration. I socketed Flame dash somewhere else but still have the same problem. its socketed with defiance banner and clarity now. Unsocketing and resocketing Flame dash helped me though.

A skill's cooldown is "locked in" when it is used.

If you use Flame Dash with a lot of power charges and the "Reduced cooldown recovery rate per power charge" altar effect, even if your power charges drop off, Flame Dash won't suddenly start recovering its cooldown.
*I might need to rephrase this; my Flame dash charges stay at 0 without it even recovering. With the CDR/power charge I saw it recovering really slow but sometimes it does nothing at all.

**same happened with my vortex on leftclick once

you need to read what eldritch altars do before you click them, skill CD is calculated on use.

in this case it would be reduced CDR per X charge eldritch altar downsides.
