Syndicate interrogate gives 0 intel (double intel sextant)

Interrogated Hillock (3-star) of research in a t16 alleyways. The interrogate option text indicated he would produce 32 intel points per turn (I assume this was doubled from 16 by the relevant sextant, see below). I actually received 0 intel (research intel stayed at 66 points for all 3 of the next turns), and the hover-over text on Hillock in "jail" correctly showed that he was producing 0 intel per turn. The bug was reported in a 2nd map (t16 strand) sequential to the alleyways map in which I did the interrogate, and after confirming that the research intel completion bar wasn't going up.

The research encounter did not involve delirium fog or sentinels interacting with Hillock, however both were present earlier in the map and ended prior to going into the research bunker. I'm 99% sure I had no sentinel active when I came in range of the surface phase of the research bunker before going in. I may have had a charge left on stalker sentinel that went unused until after I got out of the research bunker. What was present were two sextants; "your maps contain jun", and "100% increased intelligence gained from immortal syndicate targets encountered in your maps". (Sextant 3 of 3 was for additional gloom shrine, probably less relevant). I was also specced into the atlas passive tree for +10 intel to a random safehouse per map complete ("intelligence gathering"), as well as "test of loyalty" and "focused investigation". In the alleyways map the research bunker was either the 2nd or 3rd of the syndicate encounters, with intervention taking place first.

The syndicate interaction in the same encounter immediately before Hillock was a 3-star It That Fled betraying Hillock, which I believe produced 60-ish (64?) immediate intel on the betray option, with no change in rank or position in the safehouse (although interrogating Hillock on the next interaction made It That Fled the research leader). In the turns in which Hillock was being interrogated, the mastermind intel also reached 100% from separate interrogations ongoing. Putting Hillock in "jail" might have kicked someone else out who had some turns left during that sequence, not sure. After Hillock got out of "jail" and was back on the board, I confirmed there was no total increase in intel from his interrogation. I did get 20 research intel during the next map (research up to 86% by the end of strand), however I'm 99% sure that was from the research bunker raid in that map and interacting with the syndicate targets there. I'm again 99% sure that Hillock did level down to two stars after the 3 turns being interrogated.

Writing this up I'm not sure how I got the research intel number of 66. It's probably not important but while I know I did get a large chunk of intel from It That Fled, which might have been doubled to 64 (it was something in the 60s after being doubled), that would have meant I started at 2 intel, which doesn't seem likely. It's possible that number could have been off too despite what it indicated, so maybe I didn't get the full 60+ intel. I don't remember exactly what I started at. The easiest answer is that I started at 0 and just got a flat 66, but I feel somehow like it was different numbers.
