Divergent Convocation cooldown doesn't start at random times

Cooldown restarts if I remove the gem and put it back to its socket. Until then, it stays disabled as can be seen in the screenshot.

I don't have ashes of the stars or any other gem quality changing items. This happens at seemingly random times and causes death as you can't pull your minions to yourself defensively.

The issue that you're running into is that you're using Divergent Convocation with 100% reduced cooldown recovery rate. Cooldown duration is set when the skill is used; if it's used with 0% recvoery rate, it never comes off cooldown.

Divergent Convocation has 40% reduced cooldown recovery rate at 20% quality. Currently, there are two common debuffs to cooldown recvoery rate I'm aware of:

Eater Altars that has "Player gains: reduced cooldown recovery per power charge"
Temporal Bubble archnemesis mod

Using Divergent Convocation inside a monster's Temporal Bubble is likely your issue. Inside a monster's Temporal Bubble, your cooldown recovery rate is reduced by 60%. Together with the quality on your gem, Divergent Convocation would reach 100% reduced cooldown recocvery rate inside a Temporal Bubble.

If this is the case, cooldown should start again once you get rid of the relevant debuff. I don't think it is intended behaviour for a skill to be disabled permanently for the rest of the map.
GGG is perfectly happy to let people hang themselves with their builds so its unlikely the interaction will change. Also in my experience this is how most games treat cooldowns.
