Divine Shield prevents energy shield regeneration and recharge, is that normal?

my energy shield stays exactly at my armor value, although my actual energy shield is way higher.
how can this be? if a doctor did this it would be called a botch, do you actually have any idea of your own programming code or do you have any idea of proper programming, my goodness it's just physics and mathematics, is that so hard? Science of Life
