Please review Chaos resistance availability

But I'm super new (this is my 1st league) and just stumbled upon this thread while googling "poe how to get chaos res".

I was wondering about this "0.1s" stuff. I've encountered it quite a lot while googling.
Apparently it's a very common build paradigm to just make a character who evaporates everything in a 2-screen radius, with zero care for defences and stuff.

I personally find it very weird. Since in other ARPGs late-game characters are usually incredibly tanky.

Like.... don't you guys have bosses in this game? And in particular, bosses who deal chaos damage?

This game isn't like any other arpg in that you can get stupidly powerful enough to vaporize said bosses who do chaos damage so quickly that they can't hit you. My capped chaos res guy was one such guy.
